Each city department has a five-year business plan that is used for annual budgeting and future strategic planning. These plans lay out the objectives of each department and the steps anticipated to achieve those objectives. In some cases, the department objectives reflect priorities adopted by the City Council. In others, they reflect industry and technology trends that will impact service delivery and funding needs. Departments review and update their plan annually. What are Small Area Plans?

A Small Area Plan gives residents, business, property owners, and the City a shared “road map” for actions and investments to enhance one particular area within Lewisville. Anyone who has a stake in the area can be involved in creating the Small Area Plan, so everyone’s ideas and concerns can be considered in deciding how to make the area a vital, successful, and desirable place to live and work now and in the future.

Creating these plans is consistent with the “Thriving Neighborhoods” Big Move in the Lewisville 2025 vision plan, and can impact several other Big Moves in that plan.

Why is the City Creating Small Area Plans?

This is a proven way to establish a vision or goal for a specific part of a city, and a coordinated approach to achieve it that is supported by area stakeholders. The plans will focus in more detail than is possible during a citywide planning process.

Small Area Plans can be used to address areas with unique challenges and opportunities, and can help create or enhance a distinctive identity for those areas. This makes those areas more desirable places to live or operate a business, expanding quality of life and preserving economic viability.

The planning process will get stakeholders involved and engaged. The resulting plans will serve as the basis for city programs, incentives, regulations, and special districts that are important in the targeted area but are not needed citywide.

• Old Town Master Plan - A plan that focuses on revitalizing Lewisville’s Old Town area by examining the current land uses, city regulations and economic conditions.
• Old Town Transit Oriented Development (TOD) Plan - A plan that guides development near Lewisville’s Old Town Station to focus on connectivity and circulation between a variety of uses and transportation options. This plan ties to the Old Town Master Plan and provides guidance for streetscaping and land use. It also contains information regarding Utilities and Infrastructure.
• Old Town Transit Oriented Development (TOD) Plan Update - An update to the Old Town TOD plan that provides enhanced context to the original plan and highlights eight development opportunities.
• Old Town Master Plan Update Transit-Oriented Development District - An update considering current condition and economic trends for the area east of Railroad Street within the Transit-Oriented Development Plan.

I-35E Corridor Plan Identity Plan This plan identifies three zones along the eight mile I-35E corridor and provides a framework for future implementation of corridor improvements.
• I-35E Corridor Redevelopment Plan A companion document to the Identity Plan guiding the development of the I-35E corridor. This plan provides a policy framework for achieving new private investment along the I-35E corridor. This framework includes splitting the corridor into subarea’s, and providing a vision to guide future development.
• I-35 Corridor Redevelopment Plan - Appendix A companion to the Redevelopment Plan providing examples and illustrations.

The City of Lewisville has numerous plans in place to guide development.  These documents work in tandem with the various ordinances to promote a cohesive building plan for the long term.

• Sustainability Action Plan - A roadmap that will guide the City’s steps over the next five to seven years in the areas of energy efficiency, water conservation, and waste management and recycling.
• Healthy Infrastructure Plan - A three prong planned that addressing Parks, Trails and Trees establishes goals and action steps for creating a thriving community where every resident has access to a quality park or open space, enjoys the benefits of robust urban tree canopy, and increases walkable/bikeable access to the places Lewisville lives, learns, works, and PLAYS.
• Thoroughfare Plan  - A schematic showing Lewisville’s future street network detailing street designations and Right of Way widths.
• Mill Street Plan - A plan that examines the future infrastructure needs of Mill Street from I-35E to College Street. The study area is broken down into specific character zones. Proposed streetscaping character and landscaping amenities are provided for each zone.  
• Northern Gateway Plan - A development guide for a 300 acre site located on the north end of Lewisville, focused on mixed-use urban development.
• Southern Gateway Plan  - A development guide for a 325 acre site located on the south end of Lewisville, dividing the area into five distinct sub districts with an overall focus on mixed-use development.
