Lewisville City Council establishes policy and goals for the city, then hires professional staff to carry out those policies and achieve those goals. The City Council directly appoints four positions, and all other employees are hired and supervised by or under the authority of those positions. The top administrator for the city is the City Manager, who oversee more than 900 city employees.
Some administrative authority is assigned to other appointed positions, including the City Secretary and the Municipal Judge.
Lewisville has one Deputy City Manager and two Assistant City Managers, who form the Senior Management Team along with the City Manager. City operations are further divided into 14 departments. The directors of those departments (shown below) handle day-to-day activities and report to the Senior Management Team. The entire city leadership team meets an average of once a week to coordinate the activities of all departments for the betterment of the city.
