Lewisville City Charter

The Lewisville City Charter includes provisions for the addition of a council seat and the creation of residential districts upon the annexation of a large area to the city. The annexation of Castle Hills encompasses a large enough area to trigger the Charter provisions.

Upon annexation, all members of the council, except for the mayor, will be elected from six residential districts. Unlike the more traditional single-member districts in which only the voters in the council district vote on that council seat, residential districts affect who can run for the council but the entire city votes in each council race.

A residential district system ensures that members of the council come from all areas of the city, but all are elected from the entire city and presumably will have a citywide perspective.

Important Notes

  • Each district is roughly equal in population, with about 20,000 residents based on results of the 2020 U.S. Census.
  • In order to run for council position 1, a candidate must reside in District 1. Candidates for position 2 must reside in District 2, and so on.
  • Candidates for Mayor can live anywhere in the city.
  • The entire city votes for each council race regardless of the district in which a voter lives.
  • Council seats will be staggered so that two are scheduled for election each year. Unexpected vacancies during a term will be filled in accordance with Texas law and the City Charter.
